Buckinghamshire Council appeals guidance states:

As appeals can be expensive, we advise parents that they have a right to appeal if they are refused a school place, but that the process is expensive for schools, can be stressful for parents and that the majority (86%) of appeals fail, so they should think carefully before appealing.
